Expression of Interest – Warrnambool Train Station Mural
Transporting Arts Pilot Program
The Transporting Arts Pilot Program is revitalising transport hubs across metropolitan Melbourne and regional Victoria in partnership with Metro Trains, Yarra Trams, V/Line and local councils.
The Program aims to enliven the community and passenger experience at tram stops and train stations across Victoria with public art installations.
To date, the program has transformed nine sites including tram stops at the Royal Botanic Gardens, Melbourne Museum, Carlton and Northcote, and train stations in Wyndham Vale, Pascoe Vale, Wallan, Ballan and Bendigo.
As part of the Transporting Arts Pilot Program, the Department of Transport and Planning (DTP) is partnering with V/Line and Warrnambool City Council (WCC) to commission a painted mural at Warrnambool Station.
This initiative aims to create a welcoming environment for commuters and visitors while showcasing the unique local landscape. To achieve this, we are seeking expressions of interest from experienced artists to create a mural that tells the story of Warrnambool’s rich musical history.
Expressions of interest are now being sought from experienced artists to create the mural.
Applicants are required to include a brief written or sketched concept, budget and proposed timeline for the project completion. A panel consisting of WCC officers from the Recreation and Culture team, the Department of Transport and Planning and V/Line will assess all applications. Applicants will be informed of the decision on or before May 9th, 2025. The panel’s decision will be final.
Applications will be assessed on;
- Project able to be completed within budget and an acceptable timeframe,
- Concept alignment with the principles in Council’s Public Art Policy,
- Artist’s experience and capacity to deliver the artwork to a high standard,
- Alignment with the brief / originality of the design,
- How the concept reflects the local community.
The Brief
The theme is ‘Musical Warrnambool’.
Artwork should have broad public appeal and fit with the heritage of the site.
The design should contain a muted palette with no vivid or fluorescent colours.
The theme of the design should refer to the rich history of music in Warrnambool.
The mural will be painted only, with no attached objects.
The mural should meet the principals as outlined in Council’s public art policy.
The commissioned work will be via an Artist Agreement between V/Line and the Artist. On completion of the artwork it will be catalogued on the WCC Public Art Register.
Budget
The project has a total budget of $15,000, inclusive of artist fees, materials, and travel expenses. This budget allocation is consistent with similar mural projects delivered across Warrnambool and aligns with the National Association for the Visual Arts (NAVA) standards.
Applicants will need provide a brief budget breakdown for expenses related to the delivery of the mural in the Expressions of Interest form below.
Copyright
Imagery used must be the intellectual property of the artist and not infringe upon another’s copyright. Copyright of the mural will remain with the artist, and a limited license will be provided to Council, V/Line and DTP for use in promotional images.
Artist Acknowledgement
A plaque will be installed near the artwork detailing the artist’s name, the title of the artwork, the year and a description of the work. DTP, V/Line and WCC will acknowledge the artist in marketing and promotional materials specific to this project.
Lifespan and Maintenance of Artwork
The artwork will be maintained by V/Line for 12 months following installation. After 12 months, V/Line may return the building to its original state.
Eligibility
Artists who apply must;
- Have successfully completed projects of similar scope and scale,
- Be willing to engage with the local community.
- Submit their own original work, or have permission from any other participants to include their work,
- Have a valid ABN for payment purposes,
- Be willing to be filmed and photographed at the site.
