A range of assistance is available from the Australian and Victorian governments and other entities to support businesses impacted by coronavirus (COVID-19).

Support for small businesses facing difficulties paying rent:

Business Support Package

The Business Support Package provides more support to help businesses and workers through to the other side of the coronavirus (COVID-19) pandemic.
The new package includes:

Business Support Fund - Expansion

Supporting business through restrictions with $10,000 grants to support businesses in metropolitan Melbourne and Mitchell Shire and $5,000 grants to support businesses in regional Victoria.

Regional Tourism Accommodation Support Program

Direct financial support of up to $225 per booking, per night, to support accommodation businesses affected by cancellations due to Stage 3 ‘Stay at Home’ restrictions in metropolitan Melbourne and Mitchell Shire and state border closures.

Night-time economy support program

The Victorian Government has launched a $30 million dedicated fund for the hardest hit businesses in hospitality.

WorkSafe grants program

WorkSafe Victoria is offering grants  to support workforce and community initiatives that deliver one or more of the following priorities:

  • Safety is for everyone
  • Promoting knowledge and confidence
  • Connected communities
  • Promoting a sense of belonging

Payroll Tax Refund and Deferral
Small and medium-sized businesses with total payroll of less than $3 million will be refunded payroll tax for the 2019-20 financial year. Payroll tax for the first three months of the 2020/21 financial year will be deferred until 1 January 2021.

Licensing, Land Tax and Rent Relief 
Liquor licensing fees for 2020 will be waived for affected venues and small businesses.
Commercial tenants in government buildings can apply for rent relief and 2020 land tax payments will be deferred for eligible small businesses.

Working for Victoria Fund 
Displaced workers will be eligible to apply for different opportunities for paid work and to contribute to Victoria’s ability to manage this event and support the community. Register your interest to receive more details as they become available.

State Government Payment Times 
Government will pay all outstanding supplier invoices within five business days.

Regional Arts Victoria funding

The Sustaining Creative Workers initiative delivers quick-response funding to independent creative practitioners, sole traders, freelancers, collectives and micro-organisations/businesses whose practice and livelihoods have been negatively impacted by coronavirus.

Commercial tenancy relief scheme
The Victorian Government has announced a commercial tenancy relief scheme to support commercial tenants and landlords who are struggling with economic disruption due to coronavirus. The scheme includes a six-month moratorium on evictions for eligible commercial tenants and land tax relief for eligible commercial landlords, along with mediation services to help businesses and landlords reach agreements, available through the Victorian Small Business Commission.

Commercial Landlord Hardship Fund
This program provides up to $3,000 per tenancy to eligible small, private landlords who may not have the capacity to provide rent reductions to their tenants under the requirements of the Commercial Tenancy Relief Scheme.

Direct financial support of $225 per booking per night to support tourism operators affected by temporary coronavirus (COVID-19) lockdowns.

Business Recovery and Resilience Mentoring program


Rates Payment Deferral
Those experiencing financial hardship can apply to defer Rates payments to Council.
Applications are considered on a case-by-case basis under Council's hardship provisions.



JobKeeper payment
The Government has announced a $130 billion JobKeeper payment to help keep more Australians in jobs and support businesses affected by the significant economic impact caused by the Coronavirus.

Relief for commercial tenants
The Government has announced a range of measures to help renters. This includes a temporary hold on evictions and a mandatory code of conduct for commercial tenancies to support small and medium sized enterprises (SMEs) affected by Coronavirus.

COSBOA Small Business Relief Fund

Applications for the COSBOA Small Business Relief Fund are now open.
Grants will be offered as a ‘one off’ payment of $10,000 (including GST) to 67 businesses across Australia.
These funds are aimed at supporting initiatives by small businesses as they adapt and innovate to emerge from this challenging period in a strong position. Such initiatives could include: re-purposing or re-modelling workspace, redesigning your business processes, new approaches to marketing, creating a new or upgraded digital presence, acquiring new software or equipment for a specialised service, or anything else that is aimed at securing or growing your business into the future.
