Proposed Governance Local Law Public Notice

Notice is hereby given that the Warrnambool City Council at its meeting held on 7 March 2016 resolved to commence the statutory process in accordance with sections 119 and 223 of the Local Government Act 1989 (the Act) to make a new Local Law, the Governance (Meeting Procedure) Local Law No. 1 – 2016 (the proposed Local Law).

The overall objectives of the proposed Local Law as set out in the draft are to:

• facilitate good government and provide a process for good decision making of the Warrnambool City Council on matters affecting the municipality and community;

• provide for the procedures governing the conduct of Council Meetings, Special and Advisory Committee meetings;

• set the rules of behaviour for those participating in or present at Council Meetings, Special and Advisory Committee meetings;

• promote and encourage community engagement in local government while at the same time ensuring that Council conducts its business in an effective and efficient manner in line with the Act;

• regulate proceedings for the election of the Mayor and Chairs of various committees;

• regulate the use and control of the Common Seal; and

• revoke Council’s Meeting Procedures Local Law (2009).

Written submissions about the proposed Local Law are invited.  The written submissions will be considered in accordance with section 223 of the Act and should be addressed to the Chief Executive, Warrnambool City Council, P.O. Box 198, Warrnambool, 3280 and received no later than 5pm Tuesday 12 April 2016.  You may also request to be heard in support of your submission at a Special Council Meeting to be held on Monday 18 April 2016

In addition, to the proposed Local Law, an (annotated) version of the proposed Local Law and Community Impact statement have been developed to assist the community in understanding the new Local Law and how it complies and aligns with other legislation.
