Planning framework moves with the times

Proposed changes to a key Warrnambool City Council planning document will be significant whether you are a major developer, parents extending a heritage home or a business owner altering a building.

Council’s Local Planning Policy Framework is being comprehensively updated to better reflect Council’s strategic direction with inclusions on making Warrnambool more sustainable, better connections to open spaces, protecting farm land and identifying the city centre as the preferred location for developments in retailing, services, facilities and activities.

“The changes to the Local Planning Policy Framework will be important in guiding anyone who interacts with the planning scheme,” Acting City Strategy Co-ordinator Julie Glass said.

“The Local Planning Policy Framework (LPPF) is an over-arching section of the Warrnambool Planning Scheme. We’ve now built into it recognition of recent Council plans and policies which address issues including affordable housing, sustainable transport, open spaces and community health and wellbeing.

“The change to the Local Planning Policy Framework is called Amendment C93 and includes a complete rewrite of the framework and also the Municipal Strategic Statement.

“The Municipal Strategic Statement establishes the strategic planning framework for the city and encapsulates significant planning directions.

“All councils have a similar planning structure with an LPPF and a Municipal Strategic Statement.

“While the planning documents are complex they are extremely important because they influence the way we manage our natural and built environments.”

The update of the Local Planning Policy Framework is Stage I of the Warrnambool Planning Scheme Rewrite Project which was endorsed by Council in February this year.

The public is invited to comment on the proposed amendment. Submissions will be accepted up to Friday, December 18.
