Heritage Gap Study

Warrnambool City Council is undertaking the biggest heritage planning exercise in the city’s history with a proposal to formally include 27 heritage precincts across the municipality into the Warrnambool Planning scheme.

All Victorian Councils play an essential role in undertaking heritage studies and ensuring significant heritage precincts and buildings are recognised in the Planning Scheme. The precincts were identified and refined after detailed expert analysis along with consultation with the community, a steering committee, Council and Heritage Victoria over a 5 year period with the end result being the final Warrnambool Heritage Gap Study – Stage 3a – Precincts.

An “interim” overlay has been in place over the precincts since 2007 and the current consultation is the first step in formalising the precincts into the planning scheme. The amendment was placed on exhibition for two months and Council has received the report of the independent Panel who considered submissions received to the amendment.

Council will consider the Panel's recommendations before formalising its position on the amendment (abandon or adopt with change). Council will then forward the amendment to the Minister for Planning for final determination.
